To get started, inflate all the balloons and then create 13 pairs of 11-inch and 5-inch balloons, and another 13 pairs of 5-inch and 5-inch balloons. Next, arrange the pairs, according to your preferences, along the string, starting at 70 centimetres. Finally, hang up the garland and adjust the balloons so that the garland looks as full as a streaming floral arrangement.
